Perhaps the next step beyond the current model of instance federation is a sort of individual federation, where each individual user has a micro server instance, hosting content on her/his own device(s), with a system of automatic, transparent peer to peer caching of other users' content (rotated very regularly), and anyone else using the same communication protocols would be able to see and search for any data, totally taking away anyone's ability to censor anyone else's communications.
