Eventually, I discovered it was a power problem and got it recognized again. Then, I troubleshot VirtualBox USB until I got it working. Finally, I was able to get the Windows 11 guest VM to see the docking station, and the TRUEmanager software to talk to the docking station and download the meter's data to the VM. Woohoo!
